Two sizes both same chest size

I bought a medium and a large ( so pup had one to grow into, however, the chest is exactly the same size and the hoods are so big that I defy any small dog being able to see out of it because it completely covers the entire face

Size too small emailed to arrange an exchange and I have had no response so stuck with a dog coat that I can’t use! No very helpful
